Spatial Information Technology Specialist

Job Description
Applications are being accepted for a three-year position as a Spatial Information Technology Specialist. The position provides spatial and statistical data analysis and modeling, computer cartography, database design and development, applications and web development services, and spatial information technologies training, consultation, and technical support to Program staff and collaborating researchers in the Asia Pacific region. The Specialist manages all aspects of a spatial information laboratory equipped with computer workstations, peripherals, and geographic information systems (GIS), GPS, remote sensing, statistical and spatial modeling/simulation software for exploring and investigating issues in natural resource management and land change science within the Asia Pacific region. Major duties include: designing, organizing, and updating geospatial and social science databases and collecting field data in project study regions; data analysis using remote sensing, GIS, and statistical software packages; developing models of land cover change and visualizing output, and providing cartographic design and support services; managing the Spatial Information Laboratory including installation and maintenance of hardware and software, investigating new products, and preparing budgets; project development and management including ensuring goals are met and products are delivered in a timely manner; and training functions including developing training materials and conducting training in use of remote sensing, GIS and GPS technologies in the laboratory and in field locations in the Asia Pacific region, and providing technical support to EWC staff and collaborators as needed.

SALARY: $61,210 per year plus a cost-of-living allowance currently at 20.94%, and an attractive benefits package.

Job Requirements
REQUIRED QUALIFICATIONS: Master’s degree or equivalent in geography, natural resources management or a related field including course/project work using spatial information technologies, and a minimum of two years experience with remote sensing, GIS, GPS, digital mapping, and spatial and statistical data analysis. Demonstrated proficiency using and providing technical support for ArcGIS, ERDAS Imagine, and statistical software (e.g. SPSS, S-PLUS, SAS, etc.) Experience with manipulating and analyzing remotely sensed image data (e.g., image preprocessing and normalization, spectral mixture analysis, multiscale and multitemporal analysis, applying both discrete and non-discrete classifiers). Background in vegetation discrimination and an interest in social science applications to the human dimensions of global and local environmental change. Demonstrated ability to keep current on spatial information technologies. Must have research and applied experience developing, integrating, managing, analyzing, mapping and modeling social science datasets and biophysical geospatial databases within a GIS environment. Requires project and laboratory management experience including maintenance of lab computer hardware, software, networks, peripherals and other equipment, and managing multiple projects. Excellent communication and analytical skills and ability to work cooperatively in an intercultural, team-based environment both in the office and in the field.

PREFERRED QUALIFICATIONS: Demonstrated experience with website and web applications development and maintenance; experience with VB, Python, and/or ArcObjects for developing custom applications for spatial data management and analysis. Demonstrated experience or aptitude with spatial modeling techniques, including agent-based and cellular automata, and modeling tools (e.g. Netlogo, Repast, Agent Analyst, IDRISI modeling toolkits, CLUE-s, etc.). Knowledge of the Asia Pacific region.
