Job Description
Lockheed Martin delivers services and technical leadership for mission-critical federal government, public sector, and private sector. This position is in the IS&GS-Civil organization supporting our customer, the Social Security Administration. It is located in Baltimore, on the west side of town near 695, Route 26, and Security Blvd.

This position will be supporting the SSA EVM (Earned Value Management) PMO (Project Management Office) System. The effort will include analysis, design, peer reviews, data audits, and testing of the EVM portal. The incumbent will work with SSA and team members to resolve data discrepancies. The incumbent will complete timely and accurate weekly required reporting, Lockheed Martin time card reporting, compliance, development plan and all other Lockheed Martin Requirements.

The incumbent will be responsible for helping SSA to build a Proof of Concept for a new GIS application using the ESRI framework. The application will provide SSA executives with decision support information based on Congressional districts, regional offices, field offices, etc. The application may be integrated with Google Maps, and it will use a SQL Server database.

The candidate should have experience developing a new GIS application, and they should be proficient in ArcGIS Server 9.3, ArcIMS, and ArcSDE. The candidate should be experienced in working directly with the customer, and he/she should be able to provide recommendations for the most effective approach for the application.

We are responsible for providing a full range of IT integration services and supporting a multi-platform computing environment, including: information systems modernization initiatives, software engineering, project management, infrastructure services, data warehousing, database administration, research, planning, security, federal enterprise architecture initiatives, research and all levels of Internet, Intranet and Web portal initiatives and migrating legacy architecture to web-based platforms. All employees must be able to pass a Federal Suitability Check for a position of public trust.

Job Requirements
Typical Minimums
Bachelors degree from an accredited college in a related discipline, or equivalent experience/combined education, with 9 years of professional experience; or 7 years of professional experience with a related Masters degree. Considered an emerging authority.

Required skills
Strong, proven and demonstrated skills in information technology or similar scientific or technical discipline. The candidate should have several years of experience in using GIS software to include the ESRI framework of ArcGIS Desktop and extensions, ArcIMS, ArcGIS Server, ArcSDE, ArcObjects and the software development kits (SDK). The candidate should be proficient in integrating ESRI tools with other tools, such as Google Maps. The candidate should have strong SQL Server and UNIX skills, and they should be proficient moving geospatial data between GIS software applications in an effective manner.

Ability to interact with clients and assist them in defining business processes, requirements and risks and provide consulting services to a customer new to GIS.

Ability to communicate verbally and in writing (including e-mail) at a professional level and to distill complex technical and management data to a layperson's understanding with conciseness, clarity, and accuracy. Ability to organize complex concepts in written or presentation formats. Ability to clearly present information, verbally and in writing, to audiences of diverse technical backgrounds. Excellent communication and negotiation skills, innovative and creative.

Microsoft office suite to include creating documents, spreadsheets, and PowerPoint presentations for analysis often with no template or guide. Spreadsheets may include formulas and data imports and exports.

Desired skills
Knowledge of methodologies such as CMM/CMMI. Ability to adapt to a changing environment. Experience working as a government contractor.

Experience setting up a new GIS application using the ESRI framework. Should be certified as a professional GIS Analyst through a recognized professional or education organization.

Experience working with the SSA customer.
