Job Description
CLOSING DATE 7/23/08

This is an advanced independent professional technical position responsible for acting as the DEP South District GIS Coordinator. The position also uses GIS to assist with the objectives of the Ecosystem Management strategies of the Department. This position works closely with other GIS professionals and environmental professionals, both inside and outside the Department to meet the Department’s needs as they relates to GIS. This position reports to the Environmental Manager, position number 37010438.



Acts as the GIS Coordinator for the South District in the development, enhancement and consistent use of the GIS system. Duties include, but are not limited to the following: Updates the GIS users regarding the latest changes in GIS technology by disseminating technical information and promoting data-sharing; seeks out and evaluates opportunities to optimize environmental review by implementing the use of GIS as a decision making tool by District staff. promotes GIS use by initiating and contributing to the development of creative and innovative GIS solutions to managing Florida’s environment and sharing information throughout the Department; serves as GIS quality control officer to ensure that Department guidelines for documentation and mapping standards are met for each project; conducts field assessments as needed to ensure quality of data collection and interpretation; assesses District needs and coordinates training, on both desktop and mobile applications (along with associated hardware), and recommends acquisition of new GIS software and hardware.



Develops GIS resources for the South District GIS user community that includes technical how-to documents, custom tools and scripts. Develops geo-databases for use by South District GIS user community. The coordinator is responsible for maintaining organizational structure and relevance of the South District GIS server. Compiles, enters, and edits graphical and text data in the Department shape file and imagery databases and servers.

Develops instructional materials and modules for District staff to use and benefit from the statewide web-mapping (ArcIMS) site, Map Direct.

Regularly coordinates and keeps up to date with other local GIS professionals from various counties and municipalities in addition to FDEP staff in Tallahassee and throughout the state.



Oversees the activities of the South District GIS Team to ensure it fulfills the expectations outlined in the GIS Program framework. Works in coordination with the GIS Team members to assist on more advanced GIS projects. Generates project ideas based upon section GIS needs. Lead and coordinate GIS Team meetings on a monthly basis. Communicates progress of GIS Team to the various Program Administrators as well as the District Director. Conducts instructional sessions for GIS Team members to provide instruction on advanced GIS topics such as: Geo-processing, geographical reports creation, advanced editing techniques, etc. Seek out and coordinate outside training opportunities for GIS Team members.



Assists District staff as requested. Duties include but are not limited to the following: Conducts GIS-based review and data layer development of large-scale projects (i.e. ecosystem management projects, research, monitoring, etc.), applications, and enforcement cases as assigned; provide necessary information-maps, GIS-based reports and assessments for District staff to assist in the comprehensive review of the applications, preparing maps of specific watershed management areas; helping create information sheets on specific basins for dissemination to the general public and ecosystem working groups, summarizing and presenting information on surface water monitoring program, water quality and trends; identifying additional sources of data for inclusion in GIS-based maps and documents; and coordinating the transfer of data layers from entities both inside and outside the Department.



Participates in meetings where GIS analysis or results are needed. Provides information on the use of GIS as it relates to secondary and cumulative impacts, trend analysis, and science-based decisions, to Department staff, applicants, respondents, agents, the public, and representatives of other governmental agencies. Provides customer service to the general public and miscellaneous telephone requests.

Develops and executes spatial and database queries for review of secondary and cumulative impacts and watershed assessments; performs trend analysis; other statistical analysis of data; and provides support needed for science-based decisions.
 
Job Requirements
Knowledge, skills and abilities, including utilization of equipment, required for the position: (1) Knowledge of the terminology, principles and analytical techniques of the physical and natural sciences. (2) Ability to perform field biology and water quality sampling techniques. (3) Knowledge of potential environmental impacts which result from construction. (4) Ability to determine work priorities, and ensure proper completion of work assignments. (5) Ability to solve problems and make decisions. (6) Ability to communicate effectively both verbally and in writing. (7) Ability to collect, evaluates, analyze, and interpret scientific or technical data. (8) Ability to perform statistical analysis of scientific data (9) Ability to understand and apply applicable rules, regulations, policies and procedures relating to environmental programs. (10) Ability to deal with the public in a tactful and courteous manner. (11) Ability to work independently. (12) Ability to establish and maintain effective working relationships with others. (13) Knowledge of personal computers; and Word, Excel, Access, and GIS software programs, including ArcGIS 9.0 and ArcPad 6/7. (14) Knowledge of GPS hardware and software, and ability to collect data in the field (15) Working knowledge of MS Excel and Access (16) Ability to travel. (17) Working knowledge of ESRI’s Desktop ArcGIS software suite, including strong knowledge base of ArcToolbox capabilities. (18) Working knowledge of spatial analysis and geo-processing techniques. (19) Ability to thoroughly explain technical procedures and concepts to a variety of users, particularly those with very little GIS background. (20) Ability to develop, edit and maintain geo-databases using Arc Catalog. (21) Ability to generate ideas, develop strategic plans and work proactively to further develop the South District GIS Program. (22) Project management skills
